NobodyGroup < Main

   * Set GROUP = 
   * Set ALLOWTOPICCHANGE = TWikiAdminGroup

Used to prevent dangerous actions e.g. renaming %TWIKIWEB%.TWikiPreferences - put NobodyGroup as the only group allowed to rename a topic and it can't be renamed.
